Strengthening Cross-Border Trade and Trade Facilitation in the Lancang-Mekong Region

The Lancang-Mekong Cooperation Framework was established in 2015 to promote multifaceted cooperation at the sub-regional level among the six countries along the Mekong River, namely Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam. 

The MLC’s shared vision among its members is for it to contribute to the economic and social development of the sub-regional countries, enhance the well-being of the people, narrow the development gap, support ASEAN Community building, and promote the implementation of the UN 2030 Agenda for Sustainable Development as well as advance South-South cooperation.

On April 18, 2018, MI and the Thailand Ministry of Commerce signed a Memorandum of Understanding (MoU) on the cooperation of four projects under the Lancang-Mekong Cooperation Special Fund as supported by the Government of P.R. China. Under the MoU, MI serves as the implementing agency of these multi-year projects that aim to advance trade and economic growth of the Lancang-Mekong countries. The projects are carried out using a blend of capacity development activities including modular trainings, action research, business forums and business matching, policy consultations and online business platform development, among others.

Objectives of the project

The project is designed to support policy and structural reforms that will improve cross-border trade. It aims to: 

  1. Promote trade along border trade zones that link Lancang-Mekong countries;
  2. Facilitate cross-border trade by increasing the capacity for commerce and reducing the costs faced by traders within the Lancang-Mekong region; and
  3. Enhance connectivity and improve competitiveness across international borders by improvements in infrastructure focused on facilitating cross-border trade and investment.
Activities
  1. Improvement of infrastructures and regulations for cross-border economic zones particularly the establishment of joint-one-step service centers and integrated quarantine service centers 
  2. Enhancement of business connection and information sharing through one-stop service centers and business centers between economic zones in the Lancang-Mekong region
  3. Formulation of policy suggestions and strategies for better management and promotion of economic zones 
  4. Improvement of core trade infrastructure and facilities in the border areas
  5. Capacity building on information, communication and technology (ICT) skills to facilitate cross-border trade in goods and services

Objectives of the project

The project aims to: 

  1. Promote SEZs in the Lancang-Mekong countries and foster increased coordination among them; and
  2. Boost trade and investment both from within and outside the sub-region, thereby improving supply chain, upgrading production base, enhancing trade, and providing better livelihood to the people. 
Activities
  1. Joint study and survey of economic zones within Lancang-Mekong region to match complementary economic zones and identify prioritized areas
  2. Capacity building through modular trainings on economic zone management practices and structured learning visits to introduce successful economic zone models 
  3. Setting up of an online system of economic zones to provide information to foreign investors
  4. Enhancement of business connections and information sharing through one-stop service centers and business centers between economic zones in Lancang-Mekong region
  5. Establishment of a joint working group and joint strategic plan of action for improved management and promotion of economic zones 
  6. Organization of joint investment promotion activities including briefings and seminars on investment opportunities and joint business matching events

Objectives of the project

The project intends to conduct a series of business forums to facilitate business networking among Lancang-Mekong countries and enhance the competitiveness of SMEs by:

  1. Establishing business linkages among the Lancang-Mekong countries;
  2. Assisting SMEs’ integration in the regional and global value chains;
  3. Exchanging information on state-of-the-art technology and innovative products that will push forward industrial growth; and
  4. Promoting investment through business collaboration with local SMEs in the Lancang-Mekong countries. 
Activities
  1. Development of website and a mobile application function 
  2. Organization of business forums in the Lancang-Mekong countries including an evaluation-synthesis workshop
  3. Installation of an online monitoring and evaluation system to assess business progress, constraints and gaps and obtain recommendation from investors on investment issues in the sub-region

Objectives of the project

The project seeks to promote increased awareness of rural e-commerce development in the Lancang-Mekong countries by: 

  1. Enhancing the understanding of the potentials of rural e-commerce development; 
  2. Identifying key intervention areas for e-commerce development in each country in the Lancang-Mekong region;
  3. Exploring online business prospects through various e-commerce opportunities; and
  4. Developing a mechanism for promoting rural e-commerce.
Activities
  1. Online baseline study 
  2. Conduct of modular training courses including action plan implementation. The action research report will include a policy paper that offers recommendations on how to promote rural e-commerce development in the Lancang-Mekong countries.
