Mekong Institute (MI) is inviting 24 mid-level government officials, as well as representatives of private companies and SME and export associations from Lancang-Mekong countries to attend the modular training program on “Facilitating Cross-Border Electronic Transactions and the Use of Electronic Signatures” from March 1 to 12, 2021 through digital channels.
The e-training will run from Monday to Friday at 9 am to 12 pm. Materials such as reference documents, PowerPoint presentations, quizzes, exams, among others, will be provided during the self-paced and on-the-day of activities. MI will also conduct pre- and post-assessment of participants’ skills and knowledge through online survey methods.
Following the completion of the online training program, participants will implement knowledge and skills sharing in their home countries. An online evaluation of the training will also be completed between three to six months after the e-training.
Supported by the Lancang-Mekong Cooperation Special Fund and in collaboration with Thailand’s Ministry of Commerce, the e-training aims to enhance Information, Communication Technology connectivity and usage through improvements in infrastructure and facilities to effectively ease cross-border trade and investment.
Specifically, the e-training will work to help participants promote cross-border electronic transactions and the use of electronic signatures in Lancang-Mekong countries by (a) enhancing their understanding and application, (b) presenting recommendations to expedite the development of essential legal, regulatory, and administrative frameworks, (c) promoting modes of paperless trade and the utilization of an online information system on economic zones, which was developed by MI, for cross-border transactions, (d) encouraging increased cross-border cooperation, and (e) identifying solutions to specific issues and challenges arising from COVID-19.
The e-training caters to government officials, as well as representatives of private companies and SME and export associations from Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam.
To qualify, applicants must:
- Be mid-level officials from ministries and departments of commerce, economy, industry, or digital economy
- Have at least five years of experience in SME strategies, operations, and investments
- Hold a university degree
- Be proficient in English speaking, reading, and writing
Important criteria for participant selection are his/her commitment to (a) attend the e-training in its entirety and (b) complete all training assignments, activities, and other course requirements. In addition, participants must have their own computer or laptop with the required software (e.g., Microsoft Word, Excel, PowerPoint), equipment (e.g., webcam, headset with microphone and speakers), and a reliable internet connection with at least 1.2 Mbps bandwidth. Participants must ensure to be situated in a quiet and private space with his/her webcam open all throughout the training.
MI strongly encourages the participation of qualified female candidates. All sessions will be delivered in English.
