Mekong Institute (MI) is an intergovernmental organization serving the Greater Mekong Subregion (GMS) countries, namely Cambodia, P.R. China (Yunnan Province and Guangxi Zhuang Autonomous Region), Lao PDR, Myanmar, Thailand and Vietnam.
MI aims to foster regional cooperation and connectivity by working with local government authorities, development partners, and local organizations to deliver standardized and customized learning programs, workshops, seminars, policy dialogues and consultations as well as research and development projects. MI works across three thematic areas, namely Agricultural Development and Commercialization, Trade and Investment Facilitation, and Innovation and Technological Connectivity.
CONSULTANT, STUDY ON CONNECTIVITY ISSUES FOR ENHANCING COORDINATION AMONG MEKONG-LANCANG COUNTRIES
MI is seeking the services of a Consultant to assess connectivity plans and programs under the Mekong-Lancang cooperation framework. He/She must also present recommendations on capacity building needs and measures to strengthen the Mekong-Lancang cooperation mechanism among agencies.
a) Conduct half-day national consultation workshops to obtain key information from the national ministries involved in the connectivity cooperation under the MLC Framework by preparing meeting formats/agenda including concept notes for all six Mekong-Lancang countries
b) Conduct key informant interviews in Mekong-Lancang countries and collect relevant secondary information
c) Analyze plans and projects under the LMC connectivity cooperation and identify potential areas of cooperation for resource mobilization by assessing the progress and achievements of other subregional frameworks such as the GMS program, ACMECS, and the ASEAN connectivity master plan
d) Analyze connectivity cooperation in relation to inter-agency coordination among MLC countries to identify issues, bottlenecks and institutional capacities
e) Assess the need for enhancing effective coordination among agencies to support LMC connectivity plans and programs
f) Identify capacity development priorities in relation to connectivity and coordination of MLC countries
g) Draft the study based on findings from points a to f
h) Conduct a dissemination workshop to validate study findings
i) Prepare and submit the final report to MI
The selection of the consultant for this assignment will be based on the following criteria:
a) PhD or master’s degree in transport management, economics, management science or any other related field
b) Knowledge of connectivity issues with reference to ASEAN, GMS, Mekong-Lancang cooperation, among others
c) Experience in working with national and local government authorities, private sector stakeholders in MLC countries
d) Experience in conducting large-scale studies involving fieldwork
e) Excellent report writing skills
f) Fluency in English with good interpersonal skills
