Mekong Institute (MI) is an intergovernmental organization owned and operated by the six Greater Mekong Subregion (GMS) countries it serves. MI’s mission is to provide capacity development services and products that enhance regional development, cooperation, and integration. In response to the evolving changes and needs in the GMS, MI currently prioritizes the regional integration of Cambodia, Lao PDR, Myanmar, and Vietnam workforces to foster more equitable and inclusive economic growth. Further, MI is expanding its traditional portfolio to position itself as a GMS-based knowledge-center of excellence with increased institutional capacity for policy research and other services related to economic integration and development disparities.
As such, we are seeking the services of a Knowledge Management Officer to (a) develop and facilitate information systems; (b) document MI activities and learning points; and (c) produce content, products, and services to promote the replication of good practices and learning.
Reporting to the Executive Director and under the supervision of the Communications Coordinator, the Knowledge Management Officer is responsible for strengthening MI’s knowledge management and information systems, as well as facilitating alumni outreach. The Officer will also be responsible for ensuring that knowledge generated by MI is efficiently and effectively disseminated within and outside of the intergovernmental organization. In addition to documenting MI work, the Officer will also work closely with the IT team to update website and database standards. The Knowledge Management Officer role will work across departments and team members throughout the organization.
a) Develop high quality knowledge management content, products, and services in accordance to MI’s Strategic Plan, policies, and procedures
b) Develop and maintain back- and front-end quality control of MI’s website, e-learning portal and databases
c) Establish, facilitate and sustain strong and wide networks with MI staff, as well as external partners, particularly MI alumni, to support the promotion and use of MI’s knowledge services
Main Responsibilities and Tasks
a) Implement knowledge management best practices, standards, policies, and procedures to strengthen the impact of MI’s products and services, as well as to contribute to the operational efficiency and effectiveness of the office
b) Produce content for the website, e-learning portal, and databases and ensure that these are widely and effectively communicated
c) Position MI’s E-Library as a relevant source for research studies and other resource materials
d) Organize and facilitate knowledge sharing activities to promote the collection, use, and sharing of information within and outside MI
e) Develop and oversee graphics elements, photos, charts, and other related visual materials for the MI website, e-learning portal, and databases
f) Liaise with other MI departments and alumni in the promotion of knowledge services
g) Perform other duties as assigned by the Executive Director and Communications Coordinator
Required Qualifications, Skills and Experience
a) A post graduate degree in information management, communications, or any other related field
b) Strong English writing and speaking skills
c) Wide knowledge of information management methodologies, user-centered front-end design, and research practices
d) Proven ability to work well in a team environment
e) A minimum of three years experience in leading knowledge management activities, particularly the development and management of websites, databases, and e-learning portals, as well as the facilitation of information-sharing activities
Preferred Background and Skills
a) Experience in working in a GMS country
b) Strong knowledge of the GMS’s development priorities and agenda
c) Ability to communicate in at least one GMS language
